Debian-package - seems to be orphaned

I receive a warning (certificate is out) when clicking on the link to prebuild Debian-packages. Ignoring the warning i got an outdated site (last build from sept-02-2008 / Parrot 0.7.0).

I try to build a deb package, but i'm new to this. Who can help? Please warn me if i'm trying something impossible or undesirable.

1) Once i was running a Knoppix-distro (a Debian-based distro). It was possible to build a deb for a WinModem - drive with one command. But wich command? I forgot. Please give me a hint.

2) In the meanwhile i will go along the guide Ist this suitable? Will something not work as written where?

I like parrots.

edit1: parrot news.pasm works, but nqp is not found (i used 'make install' not 'make install-dev')
